The Youth Commitment Contract In 5 Questions

1- What does this device consist of?

The Contrat d'Engagement Jeune (CEJ) is a support program towards employment and training that will be launched in France from March 1, 2022 to replace the current Youth Guarantee.

This scheme, which was announced by the President of the Republic in November 2021, comes with an allowance of up to €500 per month.

It is a continuation of the 1 youth 1 solution plan, which has already enabled 3 million young people to find training, an internship or a job.

2- For whom?

The Youth Commitment Contract is for all young people under the age of 26 who are unemployed, untrained and out of school.

It is also open to disabled young people under 30 who wish to embark on a path to employment.

If you are one of the young people eligible for this scheme, you can already register on the site in order to be contacted by an advisor from Pôle emploi or the Mission Locale near you. You will then be able to sign a youth commitment contract as of March 1, 2022.


Good to know
This new scheme should concern nearly 500,000 young people. France currently has one million young people without a job, training or education and about half of them are permanently unemployed. They are unable to find a job, even though they want to work. It is for them that this program was conceived.

3- How does it work?

The Youth Engagement Contract is a coaching program of 15 to 20 hours per week minimum.

It allows for a return to regular activity from the first to the last day of the contract, for a period of up to 12 months, or even 18 months under certain conditions.

During this contract, several solutions can be offered to you, including:
- preparations for entering training (such as a pre-apprenticeship course)
- training leading to a qualification or pre-qualification
- civic service
- an internship or immersion in a company
- a work-study program

4- What are the advantages of this contract?

The Youth Commitment Contract is particularly advantageous for young people because it allows them to be accompanied by a single referent throughout their integration process.

It is a counselor from the local Mission or Pôle emploi who assumes this role of referent until the young person finds a sustainable job.

In addition, young people who need it, i.e., who are destitute and cannot support themselves, receive an allowance of up to €500 per month, provided they meet certain monitoring obligations.

Finally, this scheme is accompanied by a mobile application that facilitates exchanges between the young person and his or her referent and allows him or her to be more autonomous.

This application includes a personalized space, a messaging space with the referent counselor, a shared agenda, access to the commitment contract and support follow-up, and an estimate of the amount of the allowance.

The application also offers facilitated access to work-study, internship and job offers and a large number of mobility, accommodation or mentoring aids.

5- What are the differences with the Youth Guarantee?

This new Youth Commitment Contract is inspired by the Youth Guarantee, which has already proved its worth.

But the scheme goes even further in the intensive and personalized accompaniment of young people furthest from employment.

Indeed, this contract can last from 6 to 12 months during which the young person benefits from an intensive accompaniment relying on all the devices of the plan 1 jeune 1 solution.

It also has the advantage of offering more immersion in companies, in the form of work experience, internships and temporary assignments.
